Junior high. and early high school years. Second. the need to insure that the $50 million we authorize for demonstration projects at the local level truly "buys" innovation and change. Third. the need to address the drop out problem adequately in rural. as well as urban. areas. and particularly among high risk populations such as pregnant teens. migrants. and Indians that have unique needs. and Fourth. the need for an adequate and thorough study of the problem at the national level and for involvement of the States in the development of a model standard definition of dropout. Today I testified before the Education Subcommittee on this legislation and the great challenge we face in addressing our Nations dropout problem. I would like to submit for the RECORD my statement to the subcommittee and a summary of the Dropout Retention and Recovery Act. and ask unanimous consent that they be printed following my remarks.
