These programs have never worked. they stimulate in. creased illegal migration and Increase agri. cultural growers dependence on foreign labor. They inevitably lead to massive abuse and exploitation. Finally. such programs are inconsistent with the purpose of immigration reform. if the purpose of im. migration reform is to minimize unfair competition for domestic jobs. the importa. tion of hundreds of thousands of foreign workers is obviously inimical to the goals of the legislation. As many of my colleagues know. the immigration bill recently passed by the other body includes a massive new guestworker program. The socalled Wilson amendment to S. 1200 would allow growers to import as many as 350.000 temporary agricultural workers into the United States every year.
