Mr. Speaker. the September 22 edition of the New York Times contained an editorial on S. 1200. the Senate immigration reform bill. While I do not agree with everything the Times has to say--on immigration reformthey support employer sanctions. I do notI. nonetheless. believe that they are right on target regarding their opposition to the expansive Guest Worker Program (read: bracero) contained in S. 1200. In addition. this past week the Washington Post ran an article on the administrations support for such a program. That article also points out that the administration representative offering support for the Guest Worker Program was Deputy Agricultural Secretary John Norton. a grower of perishable crops. whose farming camps have been criticized for their substandard conditions. I commend both articles to my colleagues. and ask that they carefully consider this aspect of immigration reform. [From the New York Times. Sept. 22. 1985]
