Mr. Speaker. the Reagan administration continues to disavow Federal responsibility for the costs and impacts of Federal immigration decisions. The U.S. District Court for Northern California and the General Accounting Office have ruled that OMB must release $11.5 million in targeted assistance funds for refugee and entrant programs. yet OMB continues its illegal impoundment of these funds. Congress clearly intended that all of the money for these programs be spent. OMB is not a fourth branch of the Federal Government and has no authority to contradict congressional intent. It seems to me that OMB is stridently and willfully ignoring congressional will. Immigration is a Federal responsibility. OMB should release the funds in dispute immediately.
