In the coming days. the House and Senate Judiciary Committees will be holding a joint hearing on the issues involved in alienage discrimination. After those hearings conclude. I intend to be working with Senator LEvIN and others on the important civil rights and liberties issues which this bill did not resolve. It is my hope that legislation could be crafted that reflects the language proposed by my amendment. It is unfortunate. however. that this process must follow passage of the immigration bill. We can have immigration reform which addresses these issues in a fair. just. and honorable manner. But this bill simply did not meet these standards.*
