In light of the fact that the past proposals adopted concurrent programs for employer sanctions and legalization. this years legislation represents a distinct departure from past efforts. S. 1200 puts in place enforcement mechanisms. but delays substantially the amnesty program which has been so central to past legislative remedies. Let me just say in conclusion. Mr. President. I have voted for immigration reform twice. I believe there is a serious immigration problem in this Nation that needs to be addressed. but this time the proposed remedy is fatally flawed. If the Senate bill passes. as I fully expect that it will. and the House completes action on Its version. I hope the conference committee will send back a better bill.
