In addition. these are people who have come to this country seeking a better life. and have settled here and developed roots here. They have become productive members of our economy and our society. even without the benefit of U.S. citizenship. Surely we have not forgotten that we are. in the words of John F. Kennedy. "a nation of immigrants." It is therefore appropriate that we recognize the suffering that these people have endured. and the contributions that they have made. by legalizing their status in this country. and allowing them to enjoy the full benefits of U.S. citizenship. For this reason. I have supported the amendment of my distinguished colleague from Massachusetts.
