The bill has no provision to protect against such discrimination. and I am not sure that any provision could be drafted that would protect the rights of minorities and at the same time protect the employment opportunities of American citizens. As far as the amnesty provisions are concerned. I think they set a dangerous precedent. Every nation that has ever had an immigration amnesty has had great pressure to repeat the amnesty. and most have. Canada. has had several. The amnesty provision. therefore. will act as an inducement for persons to enter this country illegally so that they can take advantage of a future amnesty.
