Mr. President. I believe the Congress must do something to stop the flow of illegal immigration and I generally support the approach taken in this bill. During the 98th Congress I voted in favor of the immigration reform bill even though it did not include essential protections for those who may be discriminated against on the basis of national origin or alienage as a result of employer sanctions. However. I reserved judgment on how I would vote on the conference report in part because of the fact that it did not address the discrimination issue. Today the Senate is again voting on a bill which does not provide any mechanism that will allow persons discriminated against as a result of employer sanctions to seek redress. However. the chairman of the Subcommittee on Immigration and the majority leader have assured me that the Senate will have a window to debate the issue of discrimination after a joint hearing on this subject is held and before any conference with the House on immigration reform.
