Mr. President. I wish to express my support of S. 1200. the Immigration Reform and Control Act of 1985. One particular provision in this bill involving the H2. Temporary Foreign Worker Program. has a direct effect on the economy of the eastern panhandle of West Virginia. The $25 million fruit crop in the panhandle is harvested in large part by H2 workers. The H2 Program is complex and cumbersome. It is designed to be difficult to work with. so that domestic workers are protected from the unlimited importation of cheap foreign labor. However. the history of the West Virginia fruit growers in the past years suggests to me that the H2 Program is not being used by growers to displace domestic workers.
