The Senate of the United States does have a responsibility. It is a very clear one and we have met it twice. And it is to do something about illegal immigration and try to preserve our heritage of legal immigration. and that is what the bill is about. That responsibility will be met only when you address the issue because. by doing nothing in these times with this issue. you will fina that this country will pay a dear price. It does not have anything to do with xenophobia or racism or illspiritedness or meanspiritedness. The first duty of a sovereign nation is to control its borders. We do not.
