Mr. President. that these people. who are simply seeking to earn an honest living. should be compelled to do so illegally? Should they be so frightened of their apprehension by the Immigration and Naturalization Service that they refuse even to use the housing provided for them by growers for fear of being raided by the INS? Should they be compelled instead. to avoid that. to literally go to earth. to live in holes in the earth like animals in order to avoid being caught and deported? Mr. President. nothing in 3years time will change the need of growers to supplement domestic labor. nothing in 3years time will change the need of workers for protections they never had under the bracero program and that they do not have now.
