I want to make the record very clear that this may very well not be the end of the discussion concerning the amendment of the Senator from California. I did not. by my silence. want to indicate my accord with the observation of the majority leader or the floor manager. I am quite prepared to see the beginning of debate on the Simon amendment. I have been here now for about 11/2 hours waiting to go ahead. I just want to have it understood by the Membership that the Senator from Illinois was prepared much earlier to address this issue. It is not delay on his part that we are addressing it well after the hour we were supposed to be debating the immigration bill. Mr. President.
