Mr. President. I urge support for the LevinDeConcini amendment to the Immigration Reform and Control Act of 1985. The amendment is necessary in order to achiev. the stated purpose of the billto prt. vide a humane approach to immigration reform. I am as uncomfortable as anyone else in the United States with legalizing those who came to the United States illegally. I do not beliee in rewarding lawbreakers or ignoring violations of our immigration law. It is my firm conviction that if this legglization is enacted. it will never be repeated. Let those who would seek to take unfair advantage of our generosity and humanity be forewarned.
