Lei. me say to my colleagues that there are 20 States that use the existing H2 Program and have no desire to get into any other kind of program and they deal with perlshable fruit. That is apples in the Northeast and apples in the Midwest. There is no requirement whatsoever to use illegal. undocumented workers in those areas because they use the H2 Program. They have used it for years and it works. I have never had any problem trying to recognize California and their special needs or Washington and their special needs.
