The Attorney General still has the authority to determine. in consultation with the Secretary of Labor. that there is an adequate number of able domestic workers to meet the needs of the perishable crops industry and thus no foreign workers will be admitted. The pending amendment is essential to the wellbeing of the perishable commodities industry. I strongly believe it is equally essential to the interests of consumers and both foreign and domestic workers. It is onsistent with our objective of immigration reform because it would provide both foreign and domestic workers with adequate protections and guaranteed rights. I urge my colleagues to support this amendment as revised to the existing H2 provisions of S. 1200.
