Perishable crops are grown in every State and represent nearly $23 billion in value to farmers. workers. and consumers. This new seasonal agricultural workers program would preserve a vital sector of American agriculture and tens of thousands of related jobsjobs held by American workers. such as truck drivers. processing plant workers. and retail and wholesale grocers. In order to establish a truly comprehensive and successful immigration policy. we must address the unique and legitimate needs of a significant segment of American agriculture. The perishable commodities industry would be seriously harmed by S. 1200. The H2 Program contained in this bill is simply not flexible enough to meet the unique needs of perishable crops. which are laborintensive and highly sensitive to changing weather conditions.
