It is important to remember that should the CBO numbers be accurate. this amendment will cost nothing as adequate funds are presently in S. 1200 and the money authorized by this amendment would. if not expended never leave the Federal Treasury. For these reasons. I urge your "yes" vote on this amendment. Mr. President. we do not want double standards and we certainly do not wish to afford the Federal Government a protection that is not afforded to State and local governments who. with a different and less elastic tax base. will face the necessity to participate in the cost of legalizing what is at present illegal immigrant population.
