Having said all that. I hope that we can include this amendment. that it will be passed overwhelmingly. and that we will not reduce the cap. because I think all of those dollars are going to be absolutely essential. the dollars in the cap. plus this direct reimbursement proposal. It is one of the ways in which we can be truly responsive to the crisis that our States. which have been heavily impacted by illegal aliens. will face. New York has estimated we will have about 600.000 illegal aliens in the city of New York alone. That is a population far greater than some of my colleagues have in their States. But this is a problem that many States face. not just New York.
