My friend from Illinois offers an amendment today. I am quite sure. because this is ambitious legislation. it is complex. it is farreaching. and it will have great impacts. I gather that what the Senator is trying to say to us is that not all those impacts are yet known. and that we should exercise some caution in taking a step to bring about immigration reform on a broad and comprehensive a basis as is proposed in S. 1200. No one could disagree with that observation. It is one I share. and it is one the Senator from Wyoming shares.
