It simply says that the President of the United States would have the authority to postpone the effective date of any portion or all portions of this act by 90 days. There are two reasons for offering this amendment. The first and I think the less important is that we may have some complications either with the Immigration and Naturalization Service or some other complications internally that would make it desirable to postpone the effective date temporarily.
