The implication of it is that the United States of America is not going to stand by idly with absolutely no resistance to the extension of the Soviet empire into the Western Hemisphere. That is what the amendment is all about. I am saying. Madam President. that the immigration reform package itself. when and if it is passed. signed by the President. and put into law will not be worth the paper it is written on if our foreign policy has no definitive purpose with respect to our Central American and our North American policy here in this hemisphere. We must not ignore the reason why the Monroe Doctrine was passed in the first place. It was valid then.
