Mr. President. I just want to respond very briefly to my friend from California and point out that a housing allowance does not really solve the problem for a migrant worker. There are not that many Hilton Hotels or Sheraton Hotels or even Days Inns that are located in the rural areas where the migrant workers can use the housing allowance. I am afraid that what will happen is that he or she will get the housing allowance and will wind up sleeping in the ditch. Before I say I am willing to strike that. I shall say that the law does not now provide for any housing allowance.
