In light of the fact that we are now moving forward on S. 1200. it is important that a legislative record be established in the Senate which reflects the importance of this issue and our intention to further pursue a legislative remedy after the joint hearing. Mr. President. two types of discrimination may result from employer sanctions. First. employers seeking to avoid the consequences of hiring illegal aliens may simply refuse to hire foreign looking or foreign speaking persons. This type of discriminationdiscrimination based really on national originis already covered by title VII of the 1964 Civil Rights Act which prohibits discrimination on the basis of national origin. There are. however. a number of major gaps in title VII coverage.
