I rise to support the amendment. but I would like to make some further points about the question of sanctions itself. I think that what the Senator from Massachusetts is doing certainly improves the situation of the way the bill is written in its current form. I think what we have to recognize is that what is happening with this legislation is the employer sanctions provisions are an attempt to halt illegal immigration into the United States and try to transfer the responsibility for law enforcement from the Government over to the private sector. I know that some have sincerely argued that the sanctions in this bill. which include both civil fines up to $10.000. Mr.
