There is no immigration reform. at least on the humane basis that Senator KENNEDY and I have tried to do it. without employer sanctions. No one has been more concerned about the possibility of employer sanctions perhaps causing new employment discrimination. Every one of us has been deeply concerned about that. That has been my abiding concern for 6 years.
