We know in California that when they said. "You are going to have to file this affidavit. or do this procedure before you gain public assistance." 43 percent of the applicants dropped at that point. That shows something. obviously. especially in California where there is a tremendous network of Federal. State. local. and municipal assistance to almost every kind of human being. legal or illegal. They are paying a heavy price for that. The influx of persons alone who come there solely. to seek the benefits of assistance is one problem. Another is the tremendous dependency that we find. especially among refugees. in California and Florida. That dependency rate is double and triple anything in the rest of the United States. The potential savings are impressive.
