The Haltians were given the status until December 1980. so I believe January 1. 1981. is an appropriate date. But the United States did not institute the policy of interdiction until October 1981. where we gave our first big signal as to what we intended to do. So I think a cutoff of October 15. 1981and that is Senator HAWKINS amendmentis not unreasonable. Legalization of those people should. I think. remain triggered because of the threat of illegal immigration from these countries. and until enforcement is in place that is going to remain quite great. But the entrants are in no danger of being deported at the present time or in the future. in any event.
