Mr. President. I would first like to commend our distinguished colleague from Wyoming for his unequalled perseverance in leading the drive for a crucial reform of our immigration laws. As usual. Senator SIMPsONs approach to the task has been a mix of logic. patience. compassion. and plain common sense. When the effort to reform our immigration laws began approximately 10 years ago. we recognized the need to maintain control over our borders in order to ensure the social integrity of the Nation and to protect our economic stability. Now I believe that there is a more pressing problem. we must recognize our obligation to protect the security of the Nation. Throughout the world. we are witnessing a rising tide of violenceviolence directed predominantly toward the citizens and interests of the United Sates.
