But it was a lopsided win and far more than the handful by which the basic bill was passed. It seems to me that more than an argument can be made that without this amendment. it might not have passed the House of Representatives. But I will say that if there is anyone in the House of Representatives who says that they will not take up this legislation or they will prohibit its being considered because it contains this amendment. if they are saying that the price of their considering immigration reform legislation is to dooni an entire industry of 53.000 small failly farmers. then I say that is unacceptable. It is not a reason to vote against this amendment. however wellintentioned that argument. it misses by a mile. We cannot accept it as justification for turning away from the needed attention. the needed reform in the regulations that now seek to governhopelesslythis industry. which deserves not just our sympathy but our realistic help.
