The administration. I must say we have conflicting signals. We have the Secretary of Labor. the Secretary of AgricultureI eventually always have to go see the President of the United States and say to him. "Are you still on board?" And he says. "Yes." But I have had the eternal struggle with this administration from the beginning and have never ever gone through immigration reform on the basis that the administration was for this or for that. Ir many cases. simply if I had not had William French Smith and Attorney General Meese and GEORGE BUSH and the President. I would never know where I had been with the administration on immigration reform. It is beyond my ken. I am unable to track that.
