Mr. President. I have long advocated a comprehensive reform of our Nations immigration laws. I applaud and support my colleague. Senator SIMPSONS efforts to reform these laws. In order to establish a truly comprehensive and successful immigration policy. however. we must address the unique and legitimate needs of a substantial portion of this countrys farmers. Thousaids of growers involved in the production of perishable commodities would be seriously harmed by S. 1200. The H2 Program contained in this bill is simply not flexible enough to meet the unique needs of perishable crops. which are laborintensive and highly sensitive to changing weather conditions.
