If you have a whole work force of illegal. undocumented persons. this legislation does not affect them. It is only when you go to new hire that that indeed becomes effective. So we have a 3year program for people to use. a 3year transition. and a 100percent use of prior years illegal work force for the first year. 67 percent of that work force in the second year. and 33 percent in the third year.
