President. I am pleased to join with the distinguished Senator from Montana [Mr. BAUcusI. in offering this amendment to the Immigration Reform Act. Two years ago. when the Senate last addressed this issue. 91 of our colleagues went on record in opposition to an immigration fee being levied on persons who enter the United States from abroad. This Senator must express his disappointment that in spite of that very strong statement by the Senate. a provision is included in the bill before us giving the Attorney General discretion to levy fees on persons entering the United States from abroad. Mr. President. so as to avoid any confusion about what the Senate did on this issue. I ask unanimous consent that the discussion on this issue. as it appeared in the CONGRESSIONAL RECORD on May 16 and 17. 1983. be printed at the end of my statement. I wish to advise my colleagues that those organizations which joined the Senators from Montana and Virginia in opposition to the immigration fee 2 years ago continue to support our position today. Their position. as reflected in the letters which were made a part of that 1983 debate. is unchanged. Mr.
