I am convinced that we must make immigration reform a top priority for the remainder of this legislative session. In an editorial published August 29. the San Diego Union noted the great number of undocumented aliens living in hovelsactually eating and sleeping in holes in the ground-.in San Diego County. This is becoming a major problem for public safety as well as public health in my district and throughout southern California. The Border Patrol is unable to perform their function of protecting people because they are greatly undermanned. Our local Jurisdictions are similarly unequipped to deal with this flood of people. We need immigration reform. and we need it todayand we should be Just as concerned about the rights and interests of our people as well as the agricultural interests that will be inevitably affected by this legislation.
