I should also say he has shown extraordinary perseverance. I know. because this is the third year. in the third session of a Congress. that I have stood here with him as we have managed this legislation on the floor for what seems like a great many days. Since we served together on the Select Commission on Immigration and Refugee Policy in 1979 and 1980. Senator SIMPSON has pursued this issue tirelessly. with the tenacity that it unfortunately requires. as well as with the patience it demands. This body owes a great deal to Senator SIMPSON for taking on this enormously controversial issue and presenting it to the Senate in a thoughtful and constructive fashion.
