It provides that if there were widespread discrimination. something would be done. I agree. indeed it would. I hope my colleagues will understand. as we get into the debate. that if discrimination based on alienage had been a problem in this country. it would have been dealt with long before we got to this point in the immigration debate. There are not seven paragraphs on the issue of discrimination based on alienage. in the record of the House subcommittee or full committee activity of those fine civil libertarians there in that body or here in this body. because it is a rather imponderable type of thing. It is a diversion in many ways.
