There were 12 to 13 million people apprehended and yet according to the INS statistics. only one in three is apprehended. You do not need to be a mathematician to figure out how many made it through who were illegal if you add up the fact that 12 to 13 million were apprehended and those were only onethird of the ones that actually came in.
