Mr. Speaker. it is with special pride and pleasure that I call to your attention a truly outstanding citizen of Los Angeles. Luis Laner. Luis was born in Mqxico City and emigrated to Los Angeles with his parents as a young child. After his graduation from Yale Law School in 1968. he served as a VISTA volunteer for 2 years in a predominantly Puerto Rican neighborhood in New York City. Luis experiences in the Williamsburg barrio left an indelible impression and formed the basis and direction his future life would take. After returning to Los Angeles to practice law. he sought to recreate the idealism and sense of meaningfulness of his VISTA experience.
