At that time. I asked Mr. Scherbitsky and Ambassador Dobrynin to secure a visa for Vladimir and his family to travel to Houston so that he could receive treatment at the Texas Medical Center for his illness. Mr. Scherbitsky accepted my request. and assured me that the appropriate local authorities would be asked to review the case. and that I would be kept informed of any developments by the Soviet Embassy. It has been 5 months since this promise was made. and I have received no information from the Soviets. in spite of the promise and a followup letter I sent to Ambassador Dobrynin in May. Mr. Speaker. the tragic situation faced by the Raiz family. refusal of the right to emigrate. denial of the right to work in their profession. 5159 0- 8646 (Pt. 16) denial of the right to practice their Judaism. harassment. and isolation from their friends and supporters .n the West. represents the lack of .numan rights and religious freedom in the Soviet Union today 10 years after the Soviets signed the Helsinki agreement. The stark reality of the current level of oppression demands from us continued vigilance and 2ffort. until such time as those whr- want to emigrate are permitted to leave. and those who want to stay are assured of the pro.ection of their human rights under the provisions of the Helsinki agreement.*
