Mr. Speaker. this week. Secretary of State George Schultz Is in Helsinki for ceremonies commemorating the 10th anniversary of the signing of the Helsinki Final Act. which among other things was designed to reduce restrictions on human rights and enhance immigration from the Soviet Union and its allies. Yet 10 years after the signing of the accords. the human rights and emigration situation in the Soviet Union .is at its lowest point since World War II. This is especially true of the plight of the Soviet Jews. One of the most dramatic examples of the situation faced by Soviet Jews is the case of Vladimir and Carmella Raiz. a Jewish family that lives in Vilnius. Lithuania. The Raiz first applied to emigrate to Israel in 1972. The reason cited was family reunification and repatriation to the Jewish national homeland. both legal and valid reasons for emigration under Soviet and international law. As a result. of their application. Vladimir was forced to resign his Job In 1974.
