Mr. Speaker. I am pleased to participate in the 1985 Congressional Call to Conscience on behalf of Soviet Jewry. I would like to commend my colleague. SANDER LEVIN. for chairing this effort this year and for his help in focusing congressional attention to the devastatingly small numbers of Soviet Jews who are permitted to emigrate from the Soviet Union. Mr. Speaker. in only a few days. we will commemorate the 10th anniversary of the signing of the Helsinki accords on August 1. 1975. The Helsinki Final Act. which was signed by 35 nations including the United States and the Soviet Union. committed the signatories to respecting fundamental freedoms and human rights.
