Prior to the meeting of the 35 nations in Helsinki in August. 1975. there were several years of Intense negotiations regarding the many provisions of the Helsinki document. In its final form. it contains three baskets. or sections. The first basket focuses on security matters. although principle No. 7 deals with human rights in general. The second basket deals with economics. while the third basket discusses human rights provisions. among them. family reunification. I was pleased to cosponsor House Joint Resolution 361. a companion bill to Senate Joint Resolution 180 which commemorates the 10th anniversary of the signing of the Helsinki accords. and which was the topic of House consideration earlier today. In conjunction with that measure.
