Finland to promote world peace. the free exercise of human rights. and better understanding and cooperation between East and West. In the years which followed the signing of the Helsinki Accords. some gains were realized. For example. the Soviet Union allowed increased emigration of national minorities and improved conditions for foreign journalists. there has been greater openness about military activities. including the voluntary exchange of observers at military exercises. and scientific and economic activity between East and West increased. However. this progress fell far short of the high standards set at Helsinki. As of late. Soviet action in human rights has been deplorable. A glaring example of this is the emigration of Soviet Jews to the West. In the years following Helsinki. 197579. 124.402 persons were granted exit visas. However. in the last 5 years. only 35.816 have been allowed to emigrate. This shows a blatant disregard for the long term goals of the accords. We must continue to pressure the Soviets into conformation with the goals of the Pact through continued spotlighting of human rights violations in the eyes of world opinion.
