Mr. Speaker. I wish to express my appreciation to the chairman of the Judiciary Committee and the chairman of the Subcommittee on Immigration for introducing a comprehensive immigration bill. H.R. 3080. As many of my colleagues in this body know. the Senate Judiciary Committee. led by Senator ALAN K. SIMPSON. is about to report H.R. 1200. a bill which embraces a rather novel approach to the joinder of employer sanctions and legalization. Under the provisions of H.R. 1200. legalization of the many undocumented aliens who have entered the United States in recent years would be triggered only after and upon a showing that employer sanctions had reduced the level of illegal entry. The RodinoMazzoli bill. introduced today. prefers to synthesize employer sanctions and legalization. thus making them effective simultaneously. This is a view which is also reflected by my bill.
