Mr. Chairman. just briefly. I would tell our colleagues in the House that I share the regret expressed by my colleague from California. the ranking member of the Subcommittee on Immigration. that the committee did not indeed have an opportunity to craft the sorts of amendments that should have been crafted for this kind of legislation. We are creating a brandnew immigration right. the opportunity of a person who is a citizen. or even a naturalized citizen of these Freely Associated States to come into the United States permanently. without having any intention to become a citizen of the United States. They can come in nowadays. but they have to come in for periods of time. They have to come in as a tourIst. or as a student.
