I yield myself such time as I may consume. Mr. Chairman. the only subject matter that was before our subcommittee dealt with the question of immigration. I know that has been brought up already. and the gentleman from Nebraska has referred to it. and I would say that my only apprehension about this whole agreement. and one which I believe was shared by the chairmen of both the full Judiciary Committee and the Subcommittee on Immigration and International Law. is that the citizenship in the Freely Associated States not be used at some later time as a shortcut to permanent residence in the United States. I know there are some that wish that it be limited. and the ability under this compact be only to those who were actually born in those areas as opposed to those who were naturalized. That is not the case. however. I do think we have language in here which will avoid the problem of taking advantage of that situation.
