In March of this year. Senator MoyNIHAN and I were joined by 196 of our colleagues in the House and 67 of our colleagues in the Senate in writing to President Reagan and stressing the crisis situation of Jews in the Soviet Union. We urged the President to call for separate talks on the issue of free emigration. and to demand that the Soviets comply with the mandate of the Helsinki accords as a show of good faith before entering into any further agreements. The resolution currently before us is important because it establishes this point through legislation. It strongly reiterates the U.S. position that if the Soviets want improved relations with the United States. they must honor their human rights commitments under the Helsinki accords.
