We can measure the number of exit visas on a daytoday basis. and we can visit with those people. and if we were to take that leap of iaith and. even with verification. have some kind of agreement to reduce the number of missiles. we know that we cannot count those missiles every day. There has to be some trust. So for the Soviets it is doubly important.
