Session #99 · 1985–87

Speech #990066212

Second. because it demonstrates a matter of faith and trust. We as Members of Congress and members of the American Government would have sincere difficulty be. lieving that the Soviets will abide by another agreement. be it on arms control or something else. if they are so clearly on a daytoday basis violating the Helsinki accords. We can measure the number of exit visas on a daytoday basis. and we can visit with those people. and if we were to take that leap of iaith and. even with verification. have some kind of agreement to reduce the number of missiles. we know that we cannot count those missiles every day. There has to be some trust. So for the Soviets it is doubly important.
