At that rally at the United Nations in New York City in May. over 250.000 men. women. and children joined together to proclaim their support and concern for the hundreds of thousands of Jews whose only desire is to practice their religion freely. But our strong message was rebuffed by Soviet officials. who continue to allege that Members of Congress are interfering in the internal affairs of the Soviet Union. Yet. the Soviets are signatories to the Helsinki accords. which most clearly make emigrationthe freedom of movementa human right. As we approach the 10th anniversary of the signing of that landmark document. it is important that we reassess our approach and analysis of the problems confronting Soviet Jews. It is in this vein. that todays special order is such an important vehicle for expanding our discussion and subsequent actions.
